Beautifying the Neighborhood

On Monday, May 7th, residents and representatives of Highland Meadows met with a landscape architect from Renaissance Planning Group to discuss designs for the Green Way to be built in the neighborhood. The Green Way will extend from the constructed wetland, an innovative way to handle stormwater runoff in the development, all the way to the rear of the Tygart Valley Mall. Plans for this Green Way include a walking path and attractive landscaping, seating, lighting, and even the possibility of a future children's play area. The Highland Meadows Green Way will contribute to the ways in which the neighborhood combines the quiet of a country setting with the convenience of a city location. Once a design has been developed and considered by the Highland Meadows homeowners, more information will be available on this News page. Local Contractor Building in Highland Meadows

JULY 2011 – Highland Meadows is pleased to welcome Roland Chenoweth, of S.R. Chenoweth Masonry & Construction LLC, into the neighborhood.  Mr. Chenoweth, a well-know and well-respected contractor who has been building homes in the area for decades, is hard at work on a new home that will be completed this fall.  The home will be just under 1500 sq. ft., with two bedrooms, two baths, a covered front porch and an attached two-car garage.  The house is being built on Lot 22 in the neighborhood, along Northview Drive.  The house is for sale, and anyone interested can see the house plan and get more information on the Homes for Sale page.  Wouldn’t you like to spend next winter in a brand new home?


Spring is in the air! Construction begins at Highland Meadows

MARCH 2011 • The ground is bare and we’re moving dirt. Construction has begun on two homes in the Highland Meadows neighborhood for customers who have been waiting patiently for the snow to melt. The two families are eagerly awaiting that special day this summer when they are told their new homes are ready for move-in. Highland Community Builders is the contractor for the two homes, and has another customer lined up for a construction start date later this spring. “We’re happy about this early break in the weather so that we can get things moving out there again,” commented Jay Judy, Construction Manager for HCB. The houses being built are both ranch-style homes that will be highly energy-efficient, with ENERGY STAR appliances, and 2x6 construction to maximize insulation. Even with its busy schedule, HCB has been responding to additional inquiries from those interested in building a new home in the Highland Meadows neighborhood. Highland Community Builders receives FAHE Green Innovator Award for work at Highland Meadows

Highland Community Builders received a Green Innovator Award from the Federation of Appalachian Housing Enterprises (FAHE) for the Alternative Stormwater Management plan HCB has implemented in the Highland Meadows neighborhood. To support its emphasis on sustainable development and green building, HCB chose to seek an environmentally-sensitive system for managing stormwater runoff in the Highland Meadows neighborhood.

HCB received funding from the WV Department of Environmental Protection to have the Center for Watershed Protection, and local firm Kings Run Engineering, design an innovative way to handle stormwater runoff within the development. This project incorporated best management practices of infiltration and filtration techniques including a deep sump catch basin, infiltration trenches, grass-lined swales, and a constructed wetland to control stormwater runoff throughout the development and nearby high-runoff areas.

The constructed wetland on the property, planted with native grasses and plants, serves to absorb and filter the stormwater, which prevents standing water in the development and provides a habitat for animals in the area. YouthBuild North Central donated volunteer hours in the planting of the wetland, and the Canaan Valley Institute directed the planting. Highland Meadows residents, current and future, will benefit from this unique solution to the common issue of stormwater runoff management.

Highland Meadows Hosts Celebration of Innovative Mortgage Financing Program

JUNE 2010 • State and local officials and other dignitaries gathered to celebrate Highland Meadows’ first homeowner, who was the first homebuyer in all of West Virginia to benefit from an innovative mortgage financing collaboration.

Randolph County Chamber of Commerce After Hours Reception

MAY 2010 • On Thursday, May 13th, the Highland Meadows neighborhood saw some new activity as Highland Community Builders hosted a Randolph County Chamber of Commerce After Hours reception for all Chamber members. The highlight of this well-attended event was a tour through one of the homes, built by Highland Community Builders, the evening before it was sold to Highland Meadows’ first owner, Jamie Sexton.

Many Chamber members who visited the event said it was the first time they had been down to see what Highland Meadows had to offer, and they were very favorably impressed. Members noted that the home, with its airy and open interior, lovely wood floors and finishes, and energy-star features, offered so much for such an affordable price. A map of the neighborhood on display noted which lots were already sold, and where construction would begin next. With Highland Community Builders planning to build three homes for customers this summer, activity at Highland Meadows will continue at a steady hum for several months to come.

D&E Students Visit Highland Meadows

JANUARY 2010 • Sometimes the best lessons can be learned by looking at examples right in the neighborhood. On Wednesday, January 13th, 2010, Larry McArthur, D&E Biology Professor and Chair of the Department of Biology and Environmental Science took the students of his “Designing an Environmentally Friendly House” winter term course to view a home in the Highland Meadows neighborhood of Elkins.

The field trip to Highland Meadows, highlighted the green building techniques that had been used in the construction of the model homes there, and followed a class lecture given by Michael Mills, Principal Architect of the Morgantown-based architectural and planning firm, the Mills Group, LLC. Mr. Mills and his staff discussed how simple adjustments, such as the placement of the home on a lot, or the placement of windows in the home, can significantly reduce energy consumption and create a “greener” home. All of these techniques were employed in the Highland Meadows model homes.

The Highland Meadows home the class visited, built by Elkins-based Highland Community Builders, has been tested to be 25% more efficient than the average home, using HERS (Home Energy Rating System) scoring. Jay Judy, Construction Manager for Highland Community Builders, discussed the construction techniques used to build a home that would save energy, and in turn save the future homebuyer on their utility costs year-round. “We build as tight a house as we can, and we use quality materials, including a lot of energy-star rated products like windows and appliances. It turns out we’ve been building ‘green’ all along – we’ve just been calling it a quality, affordable home,” said Judy.

Tax Credits Provide Outstanding Opportunities for Home Buyers

According to the National Association of Home Builders, "The Worker, Homeownership, and Business Assistance Act of 2009 has extended the tax credit of up to $8,000 for qualified first-time home buyers purchasing a principal residence. It also authorized a tax credit of up to $6,500 for qualified repeat home buyers." Take a look at their site to learn more.

AUGUST 2008 • Project partners gathered at the site of the first home to be built in Elkins’ newest neighborhood, Highland Meadows. Highland Community Builders, Inc. has optioned 8 lots at the site and will begin building in the next two weeks. Two model homes will be constructed that range in size from 1,100 to 1,400 sq. ft. and feature 3 bedrooms, 2 baths, wood floors, front porches and back decks.
